What is a pada?
Each nakshatra divides into four padas of 3°20'. The pada determines your navamsa (D9) sign, so two people in the same nakshatra can have quite different D9 positions.
How does the nakshatra set my dasha?
The nakshatra's ruling graha determines which Vimshottari mahadasha you are born into, and the Moon's exact position within the nakshatra determines how much of that period had already elapsed at birth.
